AIK 22: "TNS-01194: The listener command did not arrive in a secure transport"

Problem Symptoms:
The message "TNS-01194: The listener command did not arrive in a secure transport" occurs in the AIK 22 step 3.4 when starting of the Oracle Listener is attempted.
Resolution:
This was caused by the fact that fact that the customer did not have the current AIK. The current AIK always has the latest security fix incorporated.
Additional Information
In this case the customer server had AIK22.20150126.tar , while the ftp server had: AIK22.20150420.tar .
