Bib lib jobs which create/update items (p_manage_50, p_file_99, p_file_96) stall

Description:
p_manage_50: We have been running into a situation where p_manage_50 stalls, but continues to heavily consume system resources. A diagnostic tool shows that an associated process is trying to update the xxx50 z07 table every couple seconds.

p_file_96: is stalled/stuck/hanging. The ps -ef shows file_96 processes with 0 cpu time.

Resolution:
What these jobs have in common is that they are all bib library jobs which are creating ADM/z30 records.

Stopping the ue_01 process in the ADM (xxx50) library before the job is started prevents this problem.

(Note: If you don't have any indexes in the xxx50 library, the ue_01 doesn't *need* to be running there. And, in any case, can at least be stopped temporarily.)
