Does library need to be locked when z309 records are being deleted?

Can the ADM library be open when cir-78 (which deletes z309 records) or SQL which deletes z309 records? Or does it need to be locked?
Answer
The cir-78 Service does *not* lock the library, nor does not need to be locked when SQL performing such deletions is run. (The z309 records are *not* updated or deleted in the GUI.
