    Description:
    We see the following message in the run_e_21 log, the www_server log, etc:

    Error (expand_doc_hld_stmt) : get-first-copy-id failed - exit expand

    Resolution:
    The expand_doc_hld_stmt is an expand routine for serials summary holdings. It checks to see if the bib has a z16 subscription record connected to it. If not, it issues this message. Since a z16 is *not* required, the message indicates an error only if there's a z16 which is not being properly processed.
