    Fines for recalled items too low

    Description:
    The fine amounts for recalled items are too low. For example, “Cat’s Meow”:

    originally due 8/24/11
    Recalled 9/6/11

    the fine (as seen in the GUI Circ List of Loans "Fine" column) should be (counting only open library days):

    25 days overdue for regular fine @ .50 = 12.50

    + 13 days overdue for recall fine @ 3.50 = 45.50

    for a total of $58.00. Clearly this is not happening as the GUI says the fine is only $35.75 today.

    Resolution:
    Since the abc50 tab100 OVERDUE-RECALL-RATIO is set to "Y", the (regular fine) amount in tab16 column 11 is being multiplied by the ratio in tab18.eng, column 6, that is, 0.50 is being multiplied by 3.5. This gives a recall fine of $1.75 per day.

    Since it's your intention to charge a recall fine of $3.50 per day, you need to set tab18 column 6 to "7". (That way you will get .50 x 7 = 3.50.)
