GUI Circ "Online Recall" button incompatible with p_cir_13 (prior to v18)

Description:
As stated in System Librarian's Guide, the 'online recall' function (activated via tab100 "ONLINE-RECALL=Y") recalls an item without placing a hold request (Z37). If you then run p_cir_13, the program cancels any recall without an associated hold. I cannot find any documentation on this, so I'm not sure it was supposed to work this way (or if there's a workaround).

Resolution:
The function of the Items -> Recall button is ONLY to generate a Recall letter and update the Z36 Recall fields. It should ONLY be done AFTER placing a Hold Request on the Item and serves to generate an immediate Recall letter for the individual Patron instead of waiting for p_cir_13 to be run.

Most sites have found that in v16 it is better to *not* do this Online Recall and to let the nightly p_cir_13 continue to produce the recall notices.
