    How to restrict a title-level hold request in OPAC by item status

    Desired Outcome Goal:
    * Items with specific status cannot be requested in OPAC

    Procedure:
    1. Edit ./xxx50/tab/tab_hold_request and for the instance TITLE-REQ set the check_hold_request_y check procedure
    2. The check_booking_request_y procedure determines which patron status, item status and item process status can not be requested in OPAC
    3. The patron status, item status and item process status that are checked in combination are defined in col. 3 (to block empty process status use 2 spaces)
    Example:
    TITLE-REQ check_booking_request_y BOR=03,06;ITEM=03;PROC= ,NA
    4. Restart PC Server
