    Initiator ID not including patrons who have z305 in $usr_library only

    Description:
    As described in v18 rep_change 58, the ALEPH z305's can be in the $usr_library z305 in addition to the ADM z305.

    The v18 $alephe_root/tab/file_list.USR includes the z305.

    Thus, when USER-SHARING=Y, it is perfectly normal and legitimate for a patron to have only an ALEPH z305, in the $usr_library z305.

    The question is why the Initiator ID (z68_target_ID) function is not displaying these patrons who have only an ALEPH z305 in the $usr_library.

    Resolution:
    Corrected by v21 rep_change 2039: A "Display Local Patron Only" checkbox has been added to the Patron List, thus enabling to view non-local patrons.

    Internal Note: Since this increases the possibility of using patrons from other ADM libraries, a check has been added to disable the "Create Hold Request" action if the patron does not have local definition.
