util a/17/14 shows that we are lacking the ./abc30/z13_id1 Oracle index. I can see in the $data_scratch/file_list that there's no entry for this z13_id1. I added it, but when I run util a/17/2 to build the index this line disappears.

Resolution:
You are editing the ./abc30/scratch/file_list. This $data_scratch file_list is a *by-product* of the file_list process, which, as described in KB 8192-3719, has the $data_root/file_list and, to a lesser extent, the $aleph_root/tab/file_list.xxxx template as its sources.

The z13_id1 needs to be added to the $data_root file_list -- *not* the $data_scratch/file_list.
