NCIP: Server denying access to client

Description
Testing NCIP setup using util F/2/22, all we get back is one line starting with "passport":
passport aleph2.library.xxx.edu 5991 /exlibris/aleph/a22_1/alephm/tests/ncip_messages/LookupUser.xml
The log indicates that the IP is not authorized. e.g.:

Resolution
An "N" (for NCIP) line needs to be added to $alephe_tab/server_ip_allowed, such as:
N A 129.74.223.*
or
N A *.*.*.*
