    Some check-ins not getting overdue fine; RETURN-DURING-LOAN parameter

    Description:
    When certain items are checked in late they don't get any overdue fine.

    Looking at the patron's record in the GUI before checking in the items, I see estimated fines for the transactions that are overdue, but the fines are not happening.

    util f/2/10 shows that fines should be occurring.

    Resolution:
    [From site:] The fine was not getting charged because the item was being checked out to a different patron while still on loan to the original patron. Our tab100 RETURN-DURING-LOAN parameter was set to 1, blocking overdue-fine creation.

    ! 1 = when an item is being loaned, and the system
    ! detects that the item is currently on loan, the
    ! item is automatically returned. No cash for overdue
    ! and no check for hold requests.
