    Staff users can't change their passwords

    Problem Symptoms:
    Specific department can't change their passwords. They can catalog, circulation, and run reports, but during password change they get the following two errors:
    * password change not verified on connectable hosts
    * user denied permission for function...

    Cause:
    Settings

    Resolution:
    Affected user must have the right to change passwords in usr_library XXXNN.
