Description:
Title starting with a double-quote is not properly handled for filing. What should be done to correct it?
Here is an example of what I mean by double-quotes:
24513 $$a"A dream of stone"

Resolution:
In order to file the the non-filing indicator properly in a title starting with double-quote (or other punctuation sign),
please update the tab_filing routine used for titles (for example, 11) as follows:
- remove "11 F non_filing" and
- add "11 N non_filing" before "11 N to_blank !"()-{}<>;:.?/\@*%=^_`~".
Then reindex records
