    Unable to catalog: "No permission to create user in a different library"

    Description:
    We can not access our USM01 Catalog library. When trying to modify users' permissions, from user_library ASH50 to ADMIN (in order to enhance their capabilities from working only on one ADM library to more), we see this message: "No permission to create user in a different library".

    Resolution:
    We used the super-user and changed the ASH50 super user to have as User_Library - ADMIN, and then this user could catalog in USM01. With the super user of user_library ADMIN you can restrict or assign more privileges as you wish.

    On our phone conversaiton it was mentioned that the 'User_Library' field (accessed by doing 'modify' to the staff user), can have the value either of ADMIN or the XXX50 relevant library. This is used in multi-ADM setups, in order to have "super-users", and restricted users. It is recommended that your day-to-day sign-in have ASH50 and not ADMIN.

    We did find (SI 8192-9626) that Harvard are using ADMIN for their regular work, so far this has caused one small problem, where the system does not warn if a PROXY user that is added in order to create a new user, does not exist.
