    acq-05: Budgets not created for certain sublibraries

    Description

    When we submit the acq-05 service it doesn't create new budgets for the libraries we need it to.   (Some of our libraries use Acquisitions and some do not, so we don't want to specify "All" sublibraries in the submission.)

    Resolution

    The problem is that the "-2020" budgets you want to create "-2021" budgets for don't have a z602 type "Z76" record associating them with the sublibrary you think of them as being connected to.  And there is no *requirement* that they have such a Z76.  But when you specify these specific sublibraries in the submission, these "-2020" budgets aren't having a new "-2021" budgets generated.

    Submitting acq-05, specifying "ALL", does *NOT* cause new (2021) budget records to be created for all the sublibraries. It causes budget records to be created for only the sublibraries for which there are existing "-2020" budgets. If these libraries don't use Acquisitions, then they don't have any existing "-2020" budgets and acq-05 will *NOT* create any "-2021" budgets for them.

    Note:  Submitting acq-05 specifying :"ALL" worked.
