changing the default of "By Hierarchy" for parent budgets

Description:
By default, all of our parent budgets in Acquisitions have the "By Hierarchy" box checked in tab 3 of the budget screen. We would like to change the default so that the box is un-checked when a parent budget is opened. How can we change this setting?

Resolution:
This checkbox serves as a toggle for the display of this single tab. It allows the staff to see the details for the parent budget in isolation from its children (by toggling the By Hierarchy box off.) Or to see the consolidated figures for the parent and all its children (by toggling the By Hierarchy box on).

This isn't a setting that can be configured. It's hard-coded in the software to initialize with the box checked.
