cir-23: deleting patrons with blocks

Question

We need to delete patrons only if they have no blocks.
How can we use cir-23 for this?

Answer

Service cir-23 is not able to check for any local or global blocks in the patron record, but it automatically prevents patrons who have items on loan from being deleted.  And patrons who have fines ("debts") and hold requests can be deleted only if the "Override" box for that option is checked in the cir-23 submission screen.

Additional Information

In general the checks that can be performed by cir-23 (based on the parameters of the services) are the same that are used when a staff user tries to delete a patron in GUI. And also in GUI there is no message when you try to delete a patron that has blocks in his records (assuming that he has no open fines, open loans, etc.).
