    expand_doc_isbn_13 creating 13-digit index entry for $$c

    Problem Symptoms:
    Expand routine expand_doc_isbn_13 creating 13-digit index entries for subfields other than those identified in tab11_ind (such as 020 $$c).

    Cause:
    Program needed correction.

    Resolution:
    Corrected by v21 rep_change 2297.

    Recently discovered incorrect matching via p_manage_36:

    An incoming record with 020$a9780553212716 matches an existing record with 020$c0553212710 (and no other 020s). Since 020$c is not indexed, it appears that the expand routine expand_doc_isbn_13 is creating 13 digit index entries for subfields other than those identified in tab11_ind.
