ill_server down: "binding stream socket: Address already in use"

Problem Symptoms:
The ill_server is down. Attempting to restart it (with util w/3/7/7), causes the following to appear in the ill_server_9001.log:
2013-07-26 11:10:25 74 ----- [log] ill_server is started on port 9001
binding stream socket: Address already in use
"ps -ef | grep 9001" shows only the grep itself -- no 9001 process!
Cause:
Uncertain.
Resolution:
Reboot the server.
Additional Information
Other "Address already in use" KB's {such as KB 16384-21473 ("Apache won't start: Address already in use: make_sock: could not bind to address")} describe the use of "ps -ef |grep" to locate and kill the faulty process, but, in this case, "ps -ef | grep 9001" shows only the grep itself -- no 9001 process.
