Problem Symptoms:
Despite the fact that both of their job_list entries have "Y" in column 3 (indicating they are to be controlled by the batch queue) and the fact that they are specified to run in the same library, the second job starts running before the first has finished, resulting in the problem described in KB 3923 ("File locked" error when running a batch job).

Resolution:
Change the job_list entries for the jobs so that their start times are staggered.
