oclc_server: "License limit exceeded"

Problem Symptoms:
1. The oclc_server fails to import records.
2. The message "Error: License limit exceeded" appears in the oclc_server_nnnn.log whenever a record is sent via OCLC Connexion -- despite the fact that only one user at a time is doing this. The $alephe_tab/license file has "MAX-OCLC-USERS 001".
