    p_cir_50: Lowering the time period for the lost bill in tab32

    Description:
    We want to lessen the time it takes to produce the lost bills for journals.

    It is currently set to 9 days. We want to reduce it to 5.

    If we change it, there will be a 'gap' of loans whose interval will be greater than 5 days (but less than 9).

    Question: will p_circ_50 catch those in the gap? Does it find all loans 5 days plus, without a lost bill?
    If not, how do we catch those in the gap?

    Resolution:
    p_cir_50 *will* catch those in the gap. It will find all loans which have had an overdue notice -- but no bill -- printed five days or more ago.
