p_file_90: creating orders for existing bib records when 049 code is same

Has anyone been able to make use of the File-90 service to load records, creating orders for different vendors, when the 049 code is the same for all vendors?

My need for this is to create orders for existing bibliographic records.

We run files through p_manage_25 first to create unique 049 codes, then use p_file_90. Because tab_loader doesn't accept wildcards, we do have numerous lines per vendor to be able to map to each library, but the other two files accept wildcards so they don't require quite as many customizations as tab_loader. Overall it's still less work than using p_file_96.
