p_manage_12 -- when should it be run?

Resolution:
p_manage_12 should not be in any routine re-indexing sequence..
(The "How To Run Index Jobs" includes it as a possible need and discusses, in the Notes, the circumstances in which it might be done, but I want to emphasize that this should be the exception.).
Depending on the parameters and the circumstances, running p_manage_12 in one library could necessitate running it in all the BIB libraries, all the ADM, all the Course Reserve, and all the HOL libraries..
I will update "How To Run Index Jobs" to give a clearer warning about this.
