tab22_arc - fields 650 and 856 are only transferred to ARC randomly

Whenever there are indicators to these fields, the system does not export them.
Change the definition to 5 positions in col. 3, e.g. 650## or 856##
It is recommended to run a Full ETL once to ensure, that all bibliographic data is correctly transferred.
