    tab_attr_sub_library: type 2 returns always give message "in transit"

    Problem Symptoms:
    ./xxx50/tab/tab_attr_sub_library.lng entry with blank "1" line (no loan allowed) and with sublibraries in "2" line, results in all returned items -- even items at their home library -- receiving an "in transit" message.

    Cause:
    Program needed to be corrected.

    Resolution:
    Corrected by v21 rep_change 2292.

    * Description: CIRC - A new type ("9") has been added to tab_attr_sub_library. item can be returned only ("transfer" depends on type 3 setup).
    Note: when returning item of sublibrary listed as type 9, the return will be considered a "transfer" return according to the setup of type 3.

    * From revised tab_att_sub_library header:

    ! Attribute type:
    ...
    ! 9 - item can be returned only ("transfer" depends on type 3 setup)

    ! Type 9 - item can be returned only ("transfer" depends on type 3 setup).
    ! .
    ! Use type 9 if you want to be able to return (but not loan)
    ! items of this sublibrary at this workstation.
    ! Note that when returning item of sublibrary listed as type 9,
    ! the return will be considered a "transfer" return according to the setup of type 3.
