ue_21 crashes with "Execution error ... Attempt to access item beyond bounds of memory"

Problem Symptoms:
The xxx01 ue_21 has crashed four times in the past week. On three occasions it was in "expand_doc_bib_avail.gnt":

error code: 114, pc=0, call=1, seg=0
114 Attempt to access item beyond bounds of memory (Signal 11)

An examination of the log shows that the record being processed was *different* in each case and, in fact, when ue_21 was restarted, the record which had gotten the gnt in the previous run, was processed without any problem in this run. Thus, it's clear that the problem is *not* data-related.

Cause:
Defect in expand_doc_bib_avail program.

Resolution:
Corrected by v22 rep_change 2153, to be included in 22.1.1 Service Pack (due out in March 2015).
