Can't select "Allow View" and "Allow Download" checkboxes for Alma-D Access Rights Creation

Description
I can't select "Allow View" and "Allow Download" checkboxes for Alma-D Access Rights Creation.
I just went to create a new Access Rights rule via Fulfillment > Copyright Management > Access Rights > Add Access Rights > Add Rule: Output
I noticed that the both the "Allow View" and "Allow Download" checkboxes are grayed-out and I am unable to check them.
Why?
Resolution
Go to Alma Configuration: Resources > Other settings: access_right_default_policy "Restrict"
When you change this setting to "Allow" you will be able to access those fields.
