Feature "Can't edit restricted users" does not work

Description
The feature "Can't edit restricted users" does not work as expected. We checked this box for the User Manager role of a staff user but they are still able to edit the restricted users.
Resolution
The problem might be that the staff users has more roles than just the User Manager role that are able to edit user records. These roles are allowed to edit user records:
- General System Administrator
- User Administrator
- User Manager
- Circulation Desk Manager
- Circulation Desk Operator
- Circulation Desk Operator - Limited
- Repository Manager
That means, you need to check the box "Can't edit restricted users" for all these roles if they are assigned to your staff user.
