What can be the reasons why a patron doesn't have access to the Blank Resource Sharing Request form in the Discovery?

Please see below a checklist of what Alma validates when a patron attempts to place a borrowing resource sharing request:

The patron must not have any active block where the blocked action includes the ILL action type. Check the user's active blocks in Alma → User record → Blocks tab. Note: a cash/fine block only triggers this if the "ILL" action is included in that block type.
The patron must have an active, non-expired Patron role in either the Resource Sharing Library specifically, or the Institution scope as a fallback. Also checked separately: if the patron's account itself is expired (isExpiredRequester), they are blocked regardless of the role.

The "Allow Requesting" policy in the Borrowing Resource Sharing TOU (linked to the RS Fulfillment Unit) must be set to TRUE for at least one format (Physical, Physical Non-Returnable, or Digital). If no format is allowed, access is blocked. Check: Fulfillment → Resource Sharing → Borrowing Resource Sharing TOU → "Allow Requesting" policy.

The patron's current number of active borrowing requests must not exceed the Active Resource Sharing Requests Limit policy defined in the TOU.

The patron's total requests within the current year must not exceed the Yearly Resource Sharing Requests Limit policy.

If the Resource Sharing Library is marked as temporarily inactive for borrowing (with or without a date range), and today's date falls within that range, a warning is issued. Check: Resource Sharing Library configuration → Temporarily Inactive for Borrowing.

If the requested item is available locally (found via the UResolver), the system warns that the institution already owns the item and a resource sharing request may not be needed (self-ownership check).
