    Answer:

    All DEs are counted for license except:

    1. USAGETYPE = THUMBNAIL
    2. USAGETYPE = INDEX
    3. Any DE that has a part of relation (i.e. a child of a DE that has an ENTITYTYPE = COMPLEX or METS )
