Google Book Searches [CKB03410] are suspending

Google Book Searches [CKB03410/BRG01445] are suspending.
I saw this in the search_server log:
Oracle error: io_z115_write
ORA-00001: unique constraint (M43_VIR01.Z115_ID) violated
It's my understanding that Google Scholar Advanced, Google Image, and Google Book are free to search but that Google itself requires a SOAP key which I understand is: h/Qvk1hQFHIlSz1x3rPGXuBoFaYU8wwI.
This soap key currently works for the Google resource [CKB02097] but not for the Google Book Search.
I tried removing it and still get the same results.
I see that there are two incidents open for Google Book Search: #16384-69897 and #16384-63302

Resolution:
In development - pending finalized agreement with Google [5-Dec-08]
This issue is still open and was escalated to Development for further investigation <2009-01-18 01:00:03>.
