Site Down status doesn't affect institute's sfx menu

Description:
A problem has been found when the ‘Site down’ is set on a target service level for a certain institution. In this case the site down won’t affect the SFX menu.
The problem occurs on both SFX3 & SFX4.
The issue was fixed and will be released as part of SP 4.1.4.
