Bursar transfers fines for patrons without an IID or SSAN

Symptoms
Patrons with no Institution ID or Social Security number have fines transferred by Bursar Transfer
Defect Status
Issue VYG-6703 is resolved for Voyager 10.0.0 and higher.
Replication Steps
- Circulation > Patron > Create patron without IID or SSN.
- Add fines to the patron record.
- Run /m1/voyager/xxxdb/sbin/Pbursar
- The patron's fines are written to the SIF
