    CIRC: Items with hold requests allowed to circulate to other patrons

    Problem Symptoms:
    ?€¢ Place Library Administrative or patron hold on an item on-shelf
    ?€¢ Different patron is allowed to charge item without any indication item has an active hold request.

    Cause:
    This is working as designed.

    Resolution:
    This behavior is by design - hold notification is displayed on discharge only. An enhancement that allows a message to also display on charge will be included in a future release.
