Changes to web.xml file not reflected in WebVoyage

Problem Symptoms
WebVoyage does not default to skin set in /m1/voyager/xxxdb/tomcat/vwebv/context/vwebv/WEB-INF/web.xml file after editing
Cause
Tomcat needs to be restarted after editing web.xml file.
Resolution
Issue the following command to restart tomcat: /m1/voyager/xxxdb/tomcat/tsvrctl restart
