Fulani/Adlam script does not display in Tomcat WebVoyage and may be stored incorrectly in the Voyager database

Symptoms
Fulani/Adlam script does not display in WebVoyage. Data appear to be stored incorrectly in the Voyager database; it appears the characters are encoded incorrectly.
Defect Status
VYG-7856 is in Development.
Replication Steps
Import record containing Fulani/Adlam script in an 880, or add script to bib record's 880 via the cataloging client.
Note the script does show correctly in the cataloging client.
But the script does not display correctly in WebVoyage. Instead it shows "�" symbols.
Additional Information
Other scripts, such as Cuneiform and Shavian (Shaw), may also have this issue.
