    GDC: Data change fails with "does not equal" in Condition

    Problem Symptoms:
    * Data change unable to execute when condition operator "Does Not Equal" used in Data Change Rule

    Cause:
    This behavior is the result of VYG-5144.

    Resolution:
    Issue VYG-5144 is resolved for Voyager 9.1.0 and higher.

    Additional Information

    Replication steps:
    1. GDC > Rules > Data Change Rule Set > New > Add > Conditions > Add Condition: MARC Field Value
    Field: <field tag>
    Subfield: <subfield>
    Operator: Does Not Equal
    Value: <subfield value>
    2. Click Save
    3. Give rule a consequence & save Rule Set.
    4. Data Change Rule Set Groups > New > add rule set from previous steps to rule set group.
    5. GDC > Preview or GDC > Job Management > Submit Data Change Job.
    5.a. In Preview, receive "Error implementing data change rule"
    5.b. In Job log, see:
    INFO - Start Transforming records...
    INFO - Error Transforming records!!!
    INFO - Transform 1 Elapsed Time: 00:00:01
    ERROR - Record Transform Failed
    ERROR - Job failed...
