    GDC appears successful, after records correct, but change not reflected in database

    Problem Symptoms:
    * Data Change job runs to update database and log file indicates success
    * 'after' records show correct change to records
    * Final records in the database do not reflect data change
    * log.imp* file logs initial lines and ends with "Failed to retrieve parameters from cat_control_item_status."

    Cause:
    CAT_CONTROL_ITEM_STATUS rows are missing for GDC import rules.

    Resolution:
    Open a Case with Voyager Support.
