INNReach/InterCirc: Requests failing

Problem Symptoms:
*Innreach Requests do not create bib, mfhd, item, and hold in Voyager database.
*"java.rmi.RemoteException: getHoldLife: Problem in circDefsVACS.send():com.endinfosys.netif.BaseVACS$VRSFail: Fail" is written to the log.

Cause:
This behavior is the result of Issue VYG-5770.

Resolution:
Issue VYG-5770 is resolved for Voyager 9.1 and higher.
