Reporter does not produce Reports and Notices from external inp files

Problem symptoms
- .inp file is created by a source other than Voyager
- File is renamed by Reporter
- No notices or Reports are Produced.
- Running to Voyager 9.1 or later release
Cause
File contains old format (97.2) of notices or reports
Resolution
Edit second field in each line of the .inp file to update the version number from 97.2 to 9.1.
