    SA:Select Cluster window if no locs in Master also in Circ Pol Defs

    Expected Results: If a database only has one cluster (that is to say, has not purchased/enabled Circulation Clusters), operators should never see the Select Cluster dialog box.

    Actual Results: Even if a database only has one cluster, if the operator’s Master Profile only has selected locations that don’t belong to any Circ Policy Definition, when that operator clicks on Policy Definitions, Cluster Maintenance, Patron Groups or Calendar, the operator gets a Select Cluster dialog box with no clusters to choose from, and cannot access the rest of the data.

    Workflow Implications: Operators think they have lost the ability to configure Policy Definitions and Patron Group data.

    Replication steps:
    1. Create a new Master Profile, making sure to check Cluster Edit privileges.
    2. Create a new operator and add your operator to your new Master Profile.
    3. On the Locations tab of the Master Profile, make sure to select only locations that do not currently belong to any existing Circ Policy Definition.
    4. Log out and then back into SysAdmin as the operator you just created.
    5. Click on Circulation>Policy Definitions – you’ll see that you get the Select Cluster window, but can’t select anything. Your only option is to hit Cancel, and then you’re prevented from accessing that data.

    Other information: If you add any one location that *does* belong to a Circ Policy Definition to the Master Profile of your operator and log in again, you’ll now be able to access those areas of SysAdmin without seeing the Select Cluster window.
