SMS messages fail due to missing parameters

Problem Symptoms:
1. SMS messages are not received by patrons with Australian phone numbers.
2. The /m1/voyager/xxxdb/tomcat/smsproxy/context/core-sms-proxy/WEB-INF/classes/SmsProxyConf.xml is properly configured with the SMS provider's information.
Cause:
This behavior is the result of VYG-5500.
Resolution:
VYG-5500 is resolved for Voyager 9.1.0 and higher.
Additional Information
Replication Steps 1. Enable SMS messaging for overdue notices. 2. Notice that the circsms file is created by the circjob process. 3. Notice that no SMS message is received for the overdue item.
