    UB:Stub creation by request at item's WebV creates wrong modify loc ID

    Expected Results:
    When making a UB request that creates a stub record through the item's WebV the modify_location_id
    of the Stub patron record should be the ID of the holding library's default Opac Circ Desk.

    Actual Results:
    At the point where a stub is created through the request process, the modify_location_id assigned
    to the stub actually corresponds to the item's location instead of the opac circ desk in the holding
    database (if the request was made through the item's webvoyage).

    Replication steps:
    Create a stub record by making a request through the item?s WebVoyage.
    Before processing the request - look at the stub patron record via SQL in the database & see that the
    modify_location_id corresponds to the item's holdings location.
