Activate field COUNTER Platform in electronic collection and portfolio editior

I am wanting to limit cost-usage to one platform . The COUNTER Platform has been activated at CONFIGURATION - RESOURCES - SEARCH INDEXES and I have succesfully loaded COUNTER reports. For some unknown reason the COUNTER Platfrom drop list in electroinc the electronic collection/portfolio editor remains empty. Any ideas as to why this feature is not working ?
