IEEE: SMPTE content on Xplore

SMPTE have moved their content back to their platform, and SMPTE content is no longer offered for sale through the IEEE Xplore platform. 

Customers who have purchased perpetual access to SMPTE content on IEEE Xplore can still access the content if authenticated. Customers who did not purchase SMPTE content with a perpetual access license, and unauthenticated users, will not be able to see or interact with the content, and will encounter errors when trying to access links to this content.
