Target TAYLOR_FRANCIS_JOURNALS_COMPLETE used to be updated from an A-Z file supplied by T&F. 
However, T&F stopped supplying an A-Z title list about two years ago due to technical difficulties and it seems like they won't supply it in the future. 

We did not delete this target from SFX/Alma due to customer's requests to leave it. But we are not able to update it.

is available in target TAYLOR_FRANCIS_CURRENT_CONTENT_ACCESS.
