CDI: DTIC Technical Reports currency

Last year, following internal checks and multiple support tickets submitted, we have contacted provider asking for a new liking syntax and for refreshing of the currency and updates feeds. Unfortunately, provider has not responded to any of our messages sent via multiple communication channels.

We were able to determine the working linking syntax ourselves and due to the high demand for this collection it was reloaded with the links constructed using the new syntax.

However, as we still do not get any updates for this collection from the provider, after this reload DTIC Technical Reports is defined as a Closed collection with no further updates.  

Update: As of January 2023, many of the links do not resolve as expected. While the linking syntax remains the same, record keys that we have in our system for many of the records are no longer valid. As all our attempts to contact this provider have failed, we have no means to improve their content in CDI.
