    Apache fails to start by root user

    Description:
    In some Primo installations on SUN, OS Apache may fail to start when the command is performed by a root user after upgrading to SP 2.1.6.
    The following error message displays when the rotatelogs fails to detect the required dynamic library:
    error while loading shared libraries: libexpat.so.0: cannot open shared object file: No such file or directory.
