Incorrect error message for diactivated workflows

When turning off a workflow and then trying to create a new workflow, the following error message is displayed: "Error message: Cannot create a new workflow. A workflow already exists for this e-product". The message is misleading, it should rather indicate that the workflow was turned off or, alternatively, the option to create a certain w/f should not display at all.
